MEETING MINUTES

Attending: Gary Haley (chairman), Julie Vanderhoop, Vincent Mahfuz, Frank Perez, Buddy Vanderhoop, Barbara Bassett, Sibel Suman, Chip vanderhoop’, Jay Smalley, Vern Welch, David Giles, Jim Sanfillipo, Ed Belain, Derrill Bazzy, Jeffrey Madison (Town Administrator); Absent: Jim Newman.

Meeting was called to order at 5:34 p.m. .

The Board reviewed and approved the Minutes of August 12 and September 18. Deferred action on September 5 minutes as Julie was not in attendance on that date and Jim is not present at the meeting.

Jim moved and Julie seconded a motion to approve the minutes as amended. The Board voted unanimously.

The Board considered appointments of Gordon Perry and Vern Welch previously made to the Shellfish Committee. Those two members having previously been appointed along with Jim Sanfillipo, Hollis Smith, Ed Belain Buddy Vanderhoop and Brian Vanderhoop. Buddy said that the Board has always consisted of five members. The only time anyone was added was when Carl Widdiss passed away. Ed Belain said that he felt that five members on the Board was sufficient. Julie agreed saying that seven members was a large number for membership. Vern and Gordon both agreed to volunteer to step down from the Committee. Vern expressed an interest in being reappointed if someone should die leaving an opening. Julie moved that the Shellfish Committee remain at five members. Gary seconded and the Board voted unanimously.

Buddy requested that Menemsha Pond not be opened until the water temperature cools to at least 50 degrees Fahrenheit, after stating that the current temperature is 68 degrees. He suggested that this happens usually around Thanksgiving. The Board accepted his recommendation. The large contingent of interested parties left the meeting following discussion of the shellfish issue.

Sibel Suman gave an update on the notice of taking of The Parsonage. She told the Selectmen that she had contacted the Town tax attorney and asked that all tax taking procedures be postponed pending further notice from her office. She pointed out that there is a process that must be followed in order to remove the existing tax lien. Any action considered by the Town would require town meeting action. Discussion continued with many parties providing input. No official action was taken.

The Board voted to allow the Town Administrator to submit the bill from Michael Wooley to the Town Accountant for payment.

Barbara Bassett opened a discussion concerning the washout at Lobsterville Road. Jay Smalley explained to her that he has discussions with the Town Administrator regarding construction of a blacktop berm on each side of the road where the washout occurs. She objected to the use of blacktop to control the erosion. She suggested that the Town plant grass. Jay suggested a reinforced sod treatment that he felt could work. She agreed that this sounded better and Jay agreed to look into the cost and availability of sod.

Julie expressed delight over the donation of a flagpole being erected at Aquinnah Circle. A family from Chilmark made the donation.

The meeting was adjourned at 6:45 p.m.
