SELECT BOARD MEETING
NOVEMBER 5, 2019

Attending: Juli Vanderhoop (Chm.), Jim Newman, Gary Haley and Jeff Madison (Town Administrator). Others: Bill Lake, Margaret Song, Simon Bolin, Randhi Belain, Vern Welch, Wendy Swolinsky, Martina Thornton (County Manager).

There being a quorum present the meeting was called to order at 4:03 p.m.

Minutes
(September 10 & October 15, 2019 Minutes Accepted)

Jim Newman abstained on the vote to accept the September 10, 2019 meeting as he was not present. Gary Haley abstained on the vote to accept the October 15, 2019 minutes as he was not present at that meeting. Both motions to accept were carried on 2-0-1 vote.

Agreement w/ County to Provide Health & Human Services
(Action Deferred)

Martina Thornton, County Manager, presented the Town with a one-year contract to pay the County of Dukes County for providing services related to Health & Human Services that were previously funded at the Annual Town Meeting in May 2019. The contract includes a 5% administrative fee that was questioned by Jim Newman. For this fiscal year the administrative fee is included in the approved appropriation. The Board deferred action pending discussion at the All-Island Selectmen’s meeting scheduled for Thursday, November 7, 2019.

Green Communities Designation
(Approved Energy Reduction Plan and Vehicle Efficiency Policy)

Bill Lake, on behalf the town energy committee presented two documents to the Board. The first being the energy Reduction Plan that anticipates a reduction of energy use by 20% within five (5) years. Provided the Town is able to reduce its energy usage then it would be eligible for up to $125K toward the cost associated with the reduction. Jim moved and Juli seconded a motion to approve the Energy Reduction Plan that had been previously provided to them. The vote carried without opposition. Secondly, Bill asked for a letter supporting an energy efficiency policy. Gary motioned and Jim seconded adoption of the policy. The vote on the motion carried with a 3-0 vote.

Liz Witham
(Agreed to meet on Thursday, November 7, 2019)

Board agreed to meet with Liz on November 7, 2019 at 9 a.m. They extended birthday wishes to Liz as it was her birthday today.

Menemsha Shack Issue
(Action deferred)

This item was placed on the agenda to hear from Sarah Thulin regarding an emergency permit to replace spiles at his shack in Menemsha. Sarah was not in attendance at the meeting so no action was taken. Vern Welch and Wendy Swolinsky were both at the meeting and both expressed their ideas regarding a possible settlement of Wendy’s legal action.

Affordable Housing Update
(Board approved suggestion to pursue rental units)

Mike Hebert, Chairman of the Town Affordable Housing Committee presented the idea of pursuing three units of rental housing on town-owned land behind the Town Hall. The proposal is to develop a 2-unit duplex (each unit consisting of 2 bedrooms) and a stand-alone one-bedroom unit. Board agreed with the suggestion to move the project forward.

Other business
(accepted notice of Decoulos suit dismissal and Jim and Gary agreed to attend the All-Island Selectmen’s meeting on November 7, 2019 in Oak Bluffs)
