Board of Selectmen Meeting
Minutes of Meeting December 12th, 2017
Present: Jim Newman (Chairman), Gary Haley and Juli Vanderhoop
Also Present: Jay Smalley, Sargent Paul Manning, Fire Chief Simon Bolin, Harbormaster Brian Vanderhoop, Tribe Natural Resource Director Bret Stearns
Chairman Newman called the meeting to order at 12:02pm.
- First on the agenda under New Business was a meeting with Bret Stearns, WTGHA Natural Resource Director, concerning the Tribal boat on the West Basin dock. The Chairman noted that there had been concern for room for other boats on the dock during the scalloping season. Brian Vanderhoop, Harbormaster, had herd that there was a request made for the Tribal boat to be placed on a trailer so that there could be more room for the fisherman on the dock. He noted that the boat would need to be close by in case of an incident. Brian offered to anchor a floating dock from the shore with a ramp to the beach for the Tribal boat to tie up to so that it would still be accessible. There was discussion regarding the importance of the Tribal boat being emergency ready because it is the only rescue boat the Town currently has access to. The Selectmen asked Bret and Simon for their opinions on what the Harbormaster was proposing. Bret read an email he had received form Jeffrey Madison which included a request made by the Shellfish Committee “to have the Tribal boat moved from the dock at West Basin to accommodate expected boaters during the commercial scalloping season.” Bret, as a conduit of the Natural Resource Department and the Tribe, stated that there is an agreement between the Town and Tribe where the Town agreed to provide access to the dock. Bret wasn’t opposed to moving the boat to a different location so long as it is on a dock and response ready. The Selectmen agreed and felt that the boat is a great asset to the Town. Simon referenced a recent emergency where the Tribal boat was quick on response. He agreed that the boat needs to be response ready and should remain in the water on a dock. Sargent Manning read a letter from Chief Belain addressed to the Selectmen confirming that the boat should be on the dock and ready for response. Brian agreed to set up the floating dock and locate a position for it where the boat will be readily accessible. If it doesn’t work, then the Tribal boat will remain in its current location. If the boat does move, Bret asked for more assistance from the Harbormaster in keeping an eye on it. The Selectmen confirmed that there is an agreement between the Town and Tribe and will continue to provide access to the dock for the Tribe. No action was made regarding the issue.
- In Other Business, Brian informed the Selectmen that he is working on the Boating Infrastructure Grant to increase dock space and slips in West Basin. The Selectmen look forward to hearing the outcome of the grant.
- With no other business to hear, a motion was made and seconded to adjourn. The Board voted 3 – 0 in favor. The motion passed.
