SELECTMEN’S MEETING
W/ BOARD OF ASSESSORS
December 5, 2017

Attending: Elise LeBovit, Adam Wilson, Marsha Shufrin, Jim Newman, Gary Haley, Juli Vanderhoop, Angela Cywinski and Jeffrey Madison

The meeting was called to order at 4:40 p.m.

Elise moved to appoint Marsha Shufrin to the Board of Assessors until the annual election in May 2018. Adam seconded the motion and the vote was unanimous in favor with all members of the Board of Selectmen joining the Board of Assessors.

Jim then called the first item on alist of talking points for discussion circulated earlier in the day by the town administrator. Adam questioned whether it was appropriate to discuss the list as it was not posted at the same time as the meeting notice therefore not meeting the requirements of the open meeting law. The town administrator agreed that the memo was only sent out earlier that day to both boards, that it was not meant to be an agenda, but rather to add structure to the meeting as “talking points.” Adam, upon review of the email he received, withdrew his objection and “stood corrected.” The meeting continued.

Angela gave an update on progress toward setting the tax rate. She indicated that she had received preliminary approval of the triennial revaluation from the Department of Revenue, that Wednesday, December 6, 2017 would be the first day of a 5 day window for taxpayers to review their new property valuations. Notice has been posted on the town website and Facebook page.
The Selectmen thanked her for her report.

A short discussion revealed that the key to the assessor’s office that was loaned to them was in the assessor’s mailbox.

Angela indicated that the revaluation effort resulted in an addition of 120 hours of comp time to her schedule. She stated that would not be needed for another four years.

There was an extended discussion of assessor’s principles during which the town administrator made a poor attempt to point out that classification of vacant land into categories was not necessary given the number of parcels and complexity of determining whether a particular lot was buildable or not, whether any particular lot had frontage or not. Nothing was resolved in the discussion.

Adam walked out of the meeting at 5:25 p.m.

It was agreed that the two boards would meet agin prior to the Selectmen’s meeting on January 9, 2018.

The meeting adjourned at 5:30 p.m.
