MINUTES

Attending: Jim Newman, Julianne Vanderhoop, Gary Haley (Chairman), Simon Bolin, Paul Manning, Randhi Belain, Derrill Bazzy (late), Jeff Madison (town administrator).

The meeting was called to order at 4:40 p.m.

Minutes Approved
The Selectmen approved the minutes of December 11, 2018 after commenting that they liked the new format. Jim made the motion to approve, Juli seconded the motion. All voted in favor.

Student Bottle By-law Article (No Action)
First on the Agenda was a discussion of a proposed ban on plastic water bottles. Annmarie Ralph from the West Tisbury School had asked that there be a discussion. Neither she, nor her students, were able to make the meeting. However, Jim indicated that there was concern among EMT’s and Fire personnel over this proposal. Julie indicated that she had spoken with Nantucket Selectmen about this and the need to look further into the matter before deciding. No action was taken.

Discussion of January 23 Special Town Meeting
Gary read the articles. No discussion.

Presentation of Housing Tax
Derrill Bazzy presented the Selectmen with several potential articles to include in the Annual Town Meeting in May. They were related to the bill signed by Governor Baker that established a short-term rental tax. Derrill’s proposal that was developed in collaboration with other Island residents interested in development of affordable housing calls for creation of a housing bank, similar to the MV Land Bank and devoting a percentage of monies to an affordable housing fund. Derrill asked that the Town form an Affordable Housing Trust Committee similar to several other towns on the Vineyard. No action was taken.

Police Department (no action)
Chief Belain had asked to be on the agenda. But having nothing new to report asked that his discussion be postponed to a later date….to be determined.

FinCom Meeting (no action)
The Selectmen were informed of the upcoming FinCom meeting on Friday, January 18, 2019.

Goats
Julie informed the Board that the Land Bank has a herd of goats that they sometimes loan out for land clearing. She suggested that there may be an opportunity to have them for a while on town-owned land behind the town hall. No action was taken.
New Members of the Fire Department
Chief Bolin informed the Board that he had five (5) new members on the Department and he will be requesting funding for gear. He now has a total of fifteen (15) members.

Liquor License Regulations (Adopted)
The Board discussed Wine and Malt Beverage Regulations. Jim moved and Juli seconded a motion to accept the regulations as presented. The motion was approved unanimously.

The meeting was adjourned at 5;50 p.m.
