Selectmen’s Meeting

April 24, 2018
The Board met with the Assessors prior to their regularly scheduled meeting. Attending the joint meeting were Juli Vanderhoop, Gary Haley, Jim Newman, Angela Cywinski, Marsha Shurfrin, Elise LeBovit, Marka Chandler Barbara Spain and Eleanor Hebert and Adam Wilson and Jeffrey Madison (Town Administrator)
There was discussion of the vacant lot at the Cliffs that is leased by the Tribe (Lot 20.2). Ms. Spain discussed issues of encroachment (the black top on the roadway covers several square feet of the land leased to the Tribe). There was also a discussion of set-backs and the expansion of Adrianna’s shop. Discussion also on the electrical service access.
Angela raised several issues related to assessment of the lots.
Jim suggested that Angela meet with Ron Rappaport to get an opinion on whether the lot should be assessed.
Jim brought up the abatement recently granted on the Decoulos properties. Specifically he wanted to know why the abatement was issued when Decoulos had umpaid prior year taxes. The Assessors had no answer to Jim’s question. Elise stated her intention to treat everyone fairly. There was no resolution to the matter.
Town Administrator brought up the matter where investigation by Assessors has led to a dual chain of title to a lot on Jeffers Way behind Town Hall. The Assessors were unresponsive to this issue.
Regular Selectmen’s meeting was called to order at 5:40 p.m.
Attending the meeting were Jim Newman, Juli Vanderhoop and Gary Haley along with Derrill Bazzy, and Jay Bodnar.
First item on the agenda was the approval of minutes. The Selectmen approve minutes of meetings held on March 22, 2018 and April 10, 2018 unanimously.
Next on the agenda was the purported open meeting law violation as raised by Buddy Vanderhoop. The selectmen deferred action on this matter without comment.
Abby Jardin raised the matter of ownership of the town land (set-off Lot 341) being considered as an affordable housing lot. She indicated that her family has an attorney who will provide proof of her assertion. She requested that the warrant article being considered at the annual town meeting be withdrawn. Juli told her that the warrant was closed and that article would not be withdrawn at this time.
The Selectmen signed the warrant for the Annual Town Meeting.
Juli moved and Gary seconded a motion to approve an emergency contract with Nancy Barrington to repair and replace broken windows at the Aquinnah Cultural Center/Vanderhoop Homestead.
Jay Bodnar read a letter that referred to actions by the Planning Board.
Adam Wilson informed the Selectmen of a 30 day delay on decision to award bids relating to off-shore wind leases.
Simon Bollin reported that he and Gordon Perry had taken a class in Vineyard Haven to qualify for technician level training for trench rescue and that 9 of 13 of his members were certified first responders.
Julie brought up the idea of fundraising sucha s a burger nite at a restaurant or Bingo.
The meeting was adjourned by acclamation at 6:10 p.m.
