Attending: Juli Vanderhoop, Jim Newman, Gary Haley, Randhi Belain, Paul Manning, Jeffrey Madison (Town Administrator).
The meeting was called to order by Chairman Vanderhoop at 4:03 p.m.
Minutes
(Accepted minutes of 5/21; 5/29; 6/4 & 6/17)
Jim moved and Gary seconded accepting minutes of 5/21/2019 – voted unanimously as submitted; Gary moved and Jim seconded accepting the minutes of 5/29 – voted unanimously as submitted; Jim moved and Gary Seconded accepting the minutes of 6/4 – voted unanimously as submitted; Gary moved and Jim seconded to accept the amended minutes of 6/17 as amended to add “e” to Julianne Vanderhoop’s name – vote was unanimous to approve as amended.
ACC Change in Parking Regulations
(Deferred action)
This item was put on the agenda at the request of Berta Welch. The suggestion was to allow for reduced parking rate at the Municipal Lot for folks who bought a ticket to the Lighthouse or Cultural Center. Jim stated he was not in favor of any such proposal. Selectmen took Berta’s suggestion and tabled the matter.
Review of Insurance Proposal by M.V. Insurance
Discussion involved the increased cost of insurance as presented by Sarah Hughes of M.V. Insurance. The Selectmen instructed the Town Administrator to investigate using Mass Municipal Association as brought up as past practice by Randhi Belain. Evidently the insurance account was changed to MVI while Adam was TA.
Civic Plus Website Proposal
(Approved and T.A. Authorized to sign)
Selectmen reviewed, approved an authorized the Town Administrator to sign a three-year contract with Civic Plus to provide website hosting.
Animal Control Officer
(Approved appointment of Robin Robinson)
At the recommendation of the Personnel Committee the Selectmen appointed Robin Robinson as the Animal Control Officer. Gary moved and Jim seconded a motion to make the appointment. The vote to appoint was unanimous. Chief Belain requested that Robin’s contact information be provided to the Communications Center so that she will be able to receive calls. Randhi also indicated that he had a radio that he would provide.
Board of Health
(Approved installation of a communications antennae at the Town Hall)
Phoenix Becker made a request (by letter) that the BOH be allowed to install a radio antennae at
the rear entrance to the Town Office Building. An antenna (8’ in height) would allow for
communications during an emergency situation. The Selectmen unanimously approved the
request.
Assistant Assessor
(No Action)
Selectmen acknowledged a letter written by the Assistant Assessor that contained allegations
against her interest.
GIS Software Agreement
(Action Deferred)
Selectmen were made aware of a MOU received from Martina Thornton, County Manager, that
set forth terms of payment of a three-year license for services provided by Environmental
Systems Research institute, Inc. Discussion involved questions about what it was that this
company provides. Nobody had any answers. There was also discussion on the 5%
administrative fee that the County is imposing on any program that they process. The Board
expressed an absolute rejection of the administrative fee, but deferred any official action on the
software agreement pending an explanation of what exactly the system does and who benefits.
The meeting was adjourned at 4:47 p.m.
