August 6, 2019
MINUTES

Attendance: Gary Haley, Juli Vanderhoop, Jim Newman (by phone). Jeff Madison (Town Administrator).
Paul Manning, Randhi Belain, Frankie Perez.

At 4:03 p.m. the meeting was called to order by Chairperson Juli Vanderhoop

Minutes
(Approved: 2/5, 3/5, 3/7 and 7/16)
The Board approved the minutes of February 5, 2019, March 5, 2019, March 7, 2019 and July 16, 2019. Appropriate motions to accept the minutes as written were made, seconded and votes on all motions were unanimous. Jim abstained on the vote to approve the February 5, 2019 minutes as he was not in attendance on that day.

Bid Solicitation
(Approved placement of Advertisement)
The Board discussed the language of the bid solicitation for improvements to the picnic area behind the shops at Aquinnah Circle. They approved by acclamation the placement of ad in the newspaper that seeks bids on the project.

Center for Living Appointment
(Place notice on email list)
Board discussed the vacant position on Center for Living. Recognizing the need for an additional appointment to serve along with June Manning the Board requested that the Town Administrator place a request on the town email list.

Police Commendation
(Commendation for Paul Manning and Chief Belain for efforts at Philbin Lot)
Jim brought up an incident that took place in the Philbin Beach Parking Lot last week wherein Chief Randhi Belain and Sgt. Paul Manning were instrumental in saving the life of a man who had collapsed after leaving his vehicle on the way to the beach. The Board voted unanimously to commend the officers on their work in reviving the man who was transported by ambulance to the Martha’s Vineyard Hospital and eventually medevaced to a Boston facility.

DPW Issues
(Solicit bids for Sander/ Restooms discussed)
Jay Smalley, DPW Director, brought the subject of the recently repurposed sander to the attention of the Selectmen. During the discussion he recommended that the town sell the sander as the Town has no facility to store sand. Selectmen instructed the Town Administrator to solicit bids for the sander. There was a discussion of the condition of the restrooms at the Cliffs. Issued related to cleanliness maintenance . . . including leaky faucets, mold and the potential to improve air circulation were discussed. No specific action was taken.

VTA ADVISORY BOARD VACANCY
(Town Administrator to Contact Jay Grande for Explanation)
The Board discussed a memo received from Jay Grande concerning appointments to the VTA. They asked that the Town Administrator contact Jay or the VTA to request more information on the necessary appointments.

Housing Committee Appointment
(Appointed Vera Dello Russo)
Board received a letter from Vera Dello Russo requesting appointment to the Aquinnah Affordable Housing Committee. It was pointed out that Derrill Bazzy had requested that he not be reappointed. Jim made a motion to appoint Vera to the Committee as requested. Juli seconded the motion and the Board voted unanimously to make the appointment.

CVEC BOARD MEETING
(Bill Lake attended)
Bill Lake attended the meeting of the Cape and Vineyard Electric Cooperative (CVEC) held on August 1 as the Aquinnah Representative. The Selectmen requested the Town Administrator to ask Bill if he would continue to represent the Town on the CVEC.

Philbin Beach Issues
(Purchase and Install lifesaving ring, need for Parking Sticker and Printed Rules)
Board was informed of the lack of a lifesaving ring at Philbin Beach and informed of the need for the attendant at Philbin to have a list of printed rules for the Beach. Selectmen gave permission to install a life ring at the end of the Boardwalk. Also post notice that there is no lifeguard on duty at the Beach. The Board, at the request of the Chief of Police, confirmed the rule that in order to park at Philbin Beach Lot a resident sticker is required. Cars parked without a permit will be issued a $50 parking violation. No exceptions.
